Differentiated Integration: Different Routes to EU Cooperation

In the AIV’s view, in the future EU member states will rely more often on working in smaller coalitions to resolve problems. It is becoming increasingly difficult to get all member states to commit to the same goals and the same strategies for achieving them. Working through small ‘lead groups’ will not require any treaty amendment, and would be a pragmatic response to the new reality of much greater diversity within the EU.
