The EU’s Capacity for Further Enlargement

In the report ‘The EU’s Capacity for Further Enlargement’, drawn up at the request of the government and the House of Representatives, the AIV concludes that Western Balkan countries can join the EU, provided strict conditions are applied. The EU’s ‘absorption capacity’ (or ‘integration capacity’) – that is, its ability to take in new members without jeopardising the political and policy objectives of European cooperation – can be influenced by targeted policy.
