The Draft Declaration on the Rights of Indigenous Peoples: From Deadlock to Breakthrough?

The Advisory Council on International Affairs (AIV) has observed that the process of agreeing a Declaration on the Rights of Indigenous Peoples is in deadlock. The AIV believes it is vital that this deadlock be broken, and would advise the Dutch government to make every effort to achieve this goal in the interests of both the content of the Declaration and the debate on collective rights in general. With regard to numerous other issues, too, the Netherlands could launch proposals that are consistent with international law and politically feasible.
